We are conscious. Within us live countless microbial creatures, each of which, presumably, is associated with its own centre of consciousness. Yet up 'above' we are unaware of them.
And so a 'higher' state of consciousness may not be high enough to qualify as God, or even a god. Do we know about the lives of trees, of continents? The scale may be too wrong - both that of span and of size.
There may well be a largest consciousness centre, but if the universe is limited then so is it.
